Dokument från svenska regeringen avslöjar USA:s position i TTIP

Alldeles nyss publicerade den danska tidningen notat, som tidigare läckte den hemliga PR-strategi EU-kommissionen tagit fram, ett dokument som kommer från den svenska regeringen. Dokumentet, som beskriver ett möte i handelspolitiska kommittén den 15e november, avslöjar såväl detaljer kring USA:s position i förhandlingarna samt Sveriges syn på flera aspekter av avtalet. Mötet berör uppföljning efter den andra förhandlingsrundan.

För svensk del rör det mest iögonfällande att den svenska regeringen arbetar för tydligare ”uppsökande verksamhet” (outreach). I koppling till det berömmer man EU-kommissionens initiativ till ett möte den 22a november. Mötet man refererar till är inget annat än det hemliga möte där EU-kommissionen presenterade sin PR-strategi och hur man planerar att styra ”medias rapportering” kring avtalet. Saken blir än värre av att handelsminister Ewa Björling igår i en artikel i Dagens Industri lanserade en strategi för hur Sverige skall se till att TTIP blir verklighet – en strategi som på punkt och pricka följer den intensivt kritiserade PR-strategi från EU-kommissionen som alltså läckte för ett par veckor sedan.

Rörande USA:s position har amerikanska positionspapper på områdena medicinteknik, kemikalier, informationsteknik och fordon överlämnats till kommissionen. Även ”horisontella papper om TBT och regelkonvergens” överlämnades.  Angående tjänster hade diskussionen om lämplig modell för åtaganden fortsatt. USA vill ha negativ listning gällande tjänster, vilket således betyder att man vill utesluta vissa delar, något som strider mot kommissionens linje.

USA hade även överlämnat positionspapper rörande audiovisuella tjänster, något som EU inte vill se i avtalet och planerar att förkasta.

Dessutom fördes  ”konstruktiva diskussioner” kring Investor-State Dispute Settlement (ISDS), där EU försökt få större klarhet kring vad USA är ute efter när det gäller investerarskydd.

Document from the Swedish Government give away details about the U.S position on TTIP

The Danish newspaper Notat, who recently leaked the Commissions secret PR-strategy, just published a document originating from the Swedish Government. The document, which describes a meeting of the Council on the 15th of November, reveals details both about the U.S position in the negotiations, as well as the view of the Swedish government on several aspects of the agreement. The meeting generally discussed the conclusion of the 2nd round of negotiations.

Mainly of Swedish interest is the revelation that the Swedish government (in the document) is praising the Commission initiative to hold a meeting on the 22th of the november, much in line with the view of the Swedish government. The meeting in question is the very secretive meeting on the COM proposal for a PR-strategy, a document which leaked to the press the week after. Amongst other things, the Commission proposes to ”keep a handle on” the mainstream media narrative on the negotiations. Yesterday, the Swedish Minister of Trade, Ewa Björling, published an article in a major Swedish newspaper launching a strategy to see the TTIP become realized – a strategy that closely follows the criticized promotional strategy from the European Commission.

With regard to the U.S position, the U.S. has submitted several position papers to the Commission, in the area of medical devices, chemicals , information technology and vehicles, as well as papers on TBT and regulatory convergence.  Regarding services , the discussions of an appropriate model for commitment continued . U.S. wants a negative list, thus excluding certain areas. This is opposite to the view of the Commission who are looking to include most areas.

The U.S. had also submitted a position paper on audiovisual services, which the Commission plans to reject.

Furthermore, talks, depitcted as ”construvtive”, was conducted between the U.S and EU on Investor-State Dispute Settlements (ISDS). The EU also tried to find out the U.S position on ISDS and what the U.S is trying to achieve in that regard.
